SOMERSET — The Somerset Zoning Board of Appeals voted to deny John Pavo's appeal and ordered him to restore his Almy Road property within 21 days. Building Commissioner James Aguiar testified the paper-street lot lacks the frontage and square footage to be buildable, and board counsel Attorney Frank said Pavo faces fines of "$300 a day" if he misses the deadline, with the town prepared to seek a Superior Court restraining order. Neighbor Brian Howarth, speaking for his mother, said the board had "the power to show the members of this neighborhood that the zoning bylaw matters." The board also unanimously granted a special permit for a second-floor addition at 78 Massachusetts Avenue and continued a hearing on a proposed 2,165-square-foot Taco Bell at 721 GAR Highway to April 23 pending revised traffic and fire-access plans.
