Board Appoints Cabral, Details Brayton Point Dust Rules

Somerset's Board of Health details dust safeguards and a draft contamination rule for Brayton Point. Chairman Costa led the special session, where Building Commissioner James Aguiar explained that two of three Brayton Point LLC demolition permits were closed out for lack of continuous work while one remains valid, and engineer Kyle Varela of the town's consultant said Monday's dust alert hit 30.4 micrograms of PM10 against a 30-microgram threshold. Residents Kathy Souza and Ed Sousa, both of Picasso Street, pushed for tighter wind-speed limits and a public complaint number, with Sousa warning "it's impossible to control that dust." The draft regulation, under review by KP Law, would require covered stockpiles, vehicle decontamination and advance notice to the board before site work begins.
Earlier in the meeting, the Select Board unanimously appointed Louis Cabral as a Highway Department laborer, accepted a $1,437 veterans donation, and voted to lower municipal flags to half-staff through Aug. 31 in memory of former Selectman and EMA Director Mello.
