SOMERSET -- February 10, 2026, Somerset Finance Committee approves $20,000 tree fund transfer and moves to reclaim direct budget oversight. The committee voted unanimously at its February 10 meeting to transfer $20,000 from the reserve fund to the tree warden's account, number 294-400-5315, after Tree Warden Tim Turner said back-to-back storms, including a July 3 windstorm and a pre-Christmas event, had driven his balance to roughly $300. Member Brian Johnson presented a five-point draft policy framework calling for a formal budget calendar, quarterly financial reports, member liaisons to town departments, written justifications for reserve transfers, and pre-town-meeting vote summaries published online. Member Doris Russo, citing the state Advisory and Finance Committee Handbook, argued the panel has been "sort of squashed" in recent years and said she has arranged a potential Zoom session with handbook author Alan Tosti of the Massachusetts Municipal Association. Members warned that with state aid increases projected at roughly 1 percent and 70 percent of the town budget tied to school spending, Somerset faces significant fiscal pressure heading into the fiscal year 2027 budget cycle.
